High Country Gardens is a great source for info and photos of ornamental grasses that grow well in the west. I might find a variety on this site and then look for seeds somewhere else, since HCG is expensive.

There are some festuca glauca varieties that might work. HCG has info on a ‘Sea Urchin’ cultivar that looks pretty good but may be a bit small. Some of the festuca glaucas look too thin, but I’m not sure if the photos were just young clumps that hadn’t thickened up yet.
